Ordering objects and layer problem

How is ordering objects during drawing and after drawn supposed to work?

Outlines of a box are drawn on top of everything.
Hatch fill for that box is drawn on the bottom of everything.
Selecting the box outline lines and using the <draw order> tool and <move to bottom> does not move the lines to the bottom to match the hatching (fill).

How does ordering layers supposed to work?
being on a layer and using <Draw Order/Move to > does not change a layer or an entity.

using
SCM Revision: 2.0.2 on Ubuntu 14.04 on an Intel dual core chip.

Downloaded and installed SCM Revision: 2.0.8.
It can re-order the hatch fill after it is added. Still cannot re-order the rectangle lines.

In test drawing, added four boxes each on their own layer.
Started with lowest layer in list and moved up list one layer at a time.
Drew the box, then added hatch fill.
Hatch fill always goes on the bottom most spot.
Box lines always go on the topmost spot.
Fill can be moved up or down.
Box lines cannot.

What is the point of adding fill to the bottom if the box is on top?
Why is their no correlation between the layer order and the object order?
