In Windows this information is kept in the registry, so you can't find any settings file to transfer.
If you want to give it a try, you can search for LibreCAD in the registry and export the settings from the W10 machine. The sub keys are self explaining, you can try to transfer needed sub keys only.
Transfer the whole LibreCAD branch might work if install location is the same and files are already transferred. Otherwise there can be issues with
Path,
RecentFiles or other sub keys containing path information.
Backup the W11 settings before import is probably a good idea.
The registry path on my W11 is
HKEY_CURRENT_USER\Software\LibreCAD\LibreCAD.
