Block not saved as original

Newbie to Librecad ver 2.1.3

I created a Block per the instructions but when I try to insert it into my drawing, it's not to scale for some reason. It is a rectangle and it's dimension. The original is 7ft but it inserts at 3/32's. What am I missing? The drawing grid spacing is 1:1 TIA

Wrong block insertion factor in Tool Options bar?

I can't find that tool bar in 2.1.3

The Tool Options bar changes it's content according to the active command. So when you insert a block it should look like in the image I have uploaded. Out of the box it is located right above the drawing area.

That's funny! I never even noticed that! Too focused on the insert itself! Thank you!
