Can't create a ticket on https://sourceforge.net/p/librecad/bugs/

I have created a login on sourceforge but when I click on the (greyed out) "Create Ticket" link I get HTTP 403 "Create access required".

I followed the "Report a bug" link on http://librecad.org/cms/home/get-help.html.
