Can the elements of a block belong to different layers ?

I generated a block with elements from different layers.
It seems to be that a block has always only one layer
because all elements are now at the same layer.
Is my assumption correct ?
If yes, will this be changed ?
I'm myself not shure if this behaviour is a plus or a minus.
