Maybe I've missed something, but it looks like anything I put on a layer which has a color can't be printed in solid black lines. I consider layer colors primarily to be an organizational aid. Actually printing drawing in color is only something specific industries need, for example building electronics or plumbing where there are not enough line types to distinguish without colors. Architectural drawing very rarely print construction documentation in color.
(Setting the printer to black and white doesn't solve this issue as each color is then given a greyscale value)
So I suggest an option in the Layer Settings dialog to specify that lines should print black regardless of their layer color. It might look like this:
Color: [ Green ]
Width: [0.25mm (ISO) ]
Line Type: [ Continuous ]
Blacklines: (x)
