Command Line Prompt / box

Ironhands
I am a new user … I do not have a Command Line  Prompt / Box appearing anywhere on my screen, so I can not enter commands via the keyboard.  I have looked through just about everything to do with the command prompt in the Help areas …. but nothing explains how I get the box to appear on my screen.  Please … Help?
