Draw order doesn't bring hatch

Draw order doesn't bring hatch

Starting from an empty sheet.

1) Set color to blue
2) Draw a circle
3) Click "Create Hatch"
4) Select the circle
5) Click Next
6) Choose Solid Blue
7) Set color to red
8) Draw another, overlapping, circle
9) Click "Create Hatch"
10) Select the red circle
11) Click Next
12) Choose Solid Red

I have a Blue circle intersecting a red circle, the red line is on top and the red fill is underneath. Selecting the Red circle (coincidentally showing the mud highlight color on top) and using Edit > Draw Order > Move to Top changes nothing.  Neither does choosing the Blue hatch and using Edit > Draw Order > Move to Bottom.

Is there a fixed Draw Order for hatches?  Is it color based or something else?  Is there some other place to edit it??

I tested this bug with two overlapping circles.

looks like the drawing order can not bring circle on top of solid fill.

Hope it's not a Qt bug.
