Since a point is a circle with a zero radius, you should be able to select a point using the "Tangential, 2 Circle, Radius" circle function.
To create a circle tangent to a line ant thru a point, not coincident with the line, you can currently create a circle with a zero radius to act as the point. This seems to work, but is not intuitive an obscure.
