Good Afternoon - New User

Good Afternoon, please be patient with me because I have NEVER used any CAD program and I have what is probably a stupid question.  When I draw a circle (example: .50"), I know the radius is measured from the center of the circle but where is the outside dimension measured from (inside line, center of line, outside of line)?  Thanks, Dave

In CAD lines are thought/calculated as thickness 0. You can print with thick lines, but valid is the center of the line. Thick lines will extend to both sides of the thought line.
Is this what you have asked for?

Exactly!  I' creating a measuring tool for a hobby that requires extremely tight tolerances and has 70 holes. The laser cutter has told me that 1) the laser kerf is .20MM and 2) the laser cuts at the center line.  So, if I make the "cut" line measurement .20MM and add .10 to my circle radius I should get a within a very tight tolerance.  Seems logical.
