How to submit a bug

I must be missing something obvious.  Ive logged in etc, but "Create Ticket" is greyed out.
Any ideas?

OK, but alas, I tried to create a new issue there and the "Submit New
Issue" was greyed out.
I just want to report a runtime error with a particular DWG file. :(
