Insert a block

Hello everyone
I created two components in two blocks
I right click on this block and choose "Insert block"
Nothing happens
When I move the mouse over my layer, I have a cursor that moves but nothing happens when I left click, and when I right click, it stops.
Is normal ?
How should I proceed to make it work?

Hello Claude,

I'm going to have to make an assumption that you have successfully created a block and it appears in your 'Block List' window.

If that is correct, then you select the block from the Block List window and click the 'Insert the active block' icon .  You will then be prompted to 'Specify the reference point'.  Click the reference point on your drawing and you block should appear.  You can continue to insert blocks until you press [Esc] or right mouse button.
