Need to move and resize a tracing

Hello people - I have a problem that is causing me lots of grief. I have traced something and I would like to import/copy it to another drawing containing a base section of a whirligig. The drawing sorta says it all. I know how to move the object from Dwg A to Dwg B , but the sizing is throwing me off. If someone could explain what I need to do, that would be great.

So the height now is 5.3 ". The scaling factor then is 9.25/5.3. Use Tools - Modify - Scale.
To move to desired position use Tools - Modify - Move/Copy or simply drag with the mouse after selection (not at the coloured small squares).
