Opening DXF files into LibreCad but screen is blank

I have been trying to open a DXF file but when I open it, it shows a blank (empty) screen.  The Layer list displays the layers and the Command line says it loaded the document but there is nothing visible.  Importing the document has the same results.

I have googled this problem and other users suggest to do an Auto Zoom, Minimise/Maximise windows and Redraw after opening but this as no effect.

I have installed LibreCAD on 3 other PCs (2 x Win10 and a Win7) and all of them have the exact same problem.
LibreCAD details:
Version: 2.1.3
Compiler: GNU GCC 4.9.1
Compiled on: Sep 23 2016
Qt Version: 5.4.1
Boost Version: 1.60.0

I have attached the file and I would be very grateful if someone could help me out.

From the wiki FAQ.':The DXF import process failed, why?

LibreCAD does not support all features of Autodesk DXF format. Currently, only the following DXF formats are supported: R12, R14, 2000, 2004 and 2007.'

Thanks for the quick reply.  I have converted the file using https://cloudconvert.com/dwg-to-dxf and made both an R12 and a 2000 version.  Neither of the them worked and I have the same result (blank project).

I have also used DWG DXF Converter app from the Microsoft store and that has the same outcome.

Here is the file converted to DXF 2000 format. 1553B_2000.dxf

Thoughts?  Can anyone recommend a conversion system?
