Patching/fixing 3rd party libraries

Hello all,

When finding/fixing bugs in 3rd party libraries, please forward the
fixes upstream. In Debian and Ubuntu we have to use system libraries,
which come from the 3rd party website. If you edit a library, it's not
going to get fixed in Debian/Ubuntu unless it is fixed upstream (or
unless I'm notified about it). Worst yet, librecad may become
incompatible with those system libraries and cause problems for users.
I'm mostly talking about dxflib and fparser, the other libraries
pretty much originate from librecad so you're free to edit those as
needed.

We should be a good downstream, and only patch those third party
libraries when absolutely necessary and to pass those patches so
everyone else can use them and let me know so I can also patch debian/ubuntu.
