Resolving the Units 'de-scaling' my dimensions

Drew a 5 3/4 inch square. Threw a dimension on it and it came out as 7/32.
Checked Options - Preferences and both said inch.
So what am I missing?

Dimensions -Length Factor not 1?

As suspected, Length Factor not 1.
0.03937 is equivalent to 1/25.4. You can get this when opening files from other sources. Set Length Factor to 1. Length Factor manipulates the dimension's reading for special purposes.
