Scale came out horrible wrong

I've created a two layer, major component of a trigger wheel for electronic ignition for a 4 cylinder motor - see attached screenshot.  Under CURRENT DRAWING PREFERENCES, I specified INCH as the main drawing unit, DECIMAL as the format and .0000 as the precision.  This component is 9.75" in outside diameter and 7.125" in inside diameter.  When doing the drawing, I converted all measurements to decimal.  LC seemed to be happy with the way I went about it.

When I uploaded the .dxf file to a laser cutting shop for an automated quote, the size was (inches were) off the charts. I suppose it could be the shop but I'm guessing it is almost certainly my work that is screwed up.  What did I do wrong?  When doing a mechanical drawing, should one be working in MIL?
