Scale function

Hi,
I am drawing electrical wiring schematics.  When I have inserted a block which is too big, I try to use the modify-scale function but no matter whether I enter a positive number or a negative number the block scales up everytime?
What am I doing wrong anyone please?

Negative insert is similar to mirror, instead use a decimal scale like 0.1 0.01 or more little scale
