Selection and dragging problem with an inserted image

I have inserted an image, but I can’t move it. I have been incapable of
selecting and dragging the image around.  I also want to enlarge it.

It should work. Click into the image. The border of the image is displayed as a dotted line now. In a second step you can shift it with the mouse then. And also enlarge it with the Scale command.

If not: is the layer locked?

The layer is not locked.  I checked this by selecting parts of the drawing on the
same layer.  I can see the dotted line (although extremely faint).  But trying to drag,
the image disappears as soon as I do a left mouse click to some new position.

Yet, when I do Print Preview I can see the image.

I might have encountered some software and documentation problems.  

Have inserted the image with the Layer List displayed.  Clicking on Properties 
select the layer called 1 Title Block.  But if I highlight some other layer in the list by
clicking on some other name (e.g. 4 Dimensions), and show the image properties,
it shows to be on layer  4 Dimensions), rather than 1 Title Block.

Reading the documentation gives conflicting descriptions

For the lock options, one states that for the icon on the top of the layer list,
a subdued grey colour designates a lock of all layers.

But then for the icons to the left of each layer that act on the layers individually,
a subdued grey colour designates an unlock of the corresponding layer.

I faintly remember in older LibreCad versions there was a problem with images seeming disappeared when being edited. Try AutoZoom after that and the image might reappear.

What LibreCad version do you use?

Version 2.2.3.  With AutoZoom, the image reappears.  But still no way on how
to change its position accurately.

For accurate positioning don't use the mouse.
As mentioned in your other thread, Modify -> Move is the tool for accurate replacement.
investing less than half an hour into Search function can save hours or days of waiting for a solution

When Modify layer of selected entities ... is checked, all selected entities are moved to the new layer when clicked on the layer list.
This is a powerful feature, but can be irritating for beginners.
So ensure that nothing is selected when you change layers or disable this feature to avoid accidentally layer modifications.

You say your LC version is 2.2.3. But there is no 2.2.3 yet. So I assume it is 2.1.3?
Anyway, in Versions up to 2.2.0 there is a bug that if you ask for the layer of an inserted image with Properties, always the momentarily active layer is indicated instead of the real one.

I recommend to update to 2.2.1.2,

With the mentioned problem of continuously disappearing images, it is
impossible to manipulate images around.  It is 2.1.3.
