Tangent line between two circles

In LibreCAD, what is the most straightforward way to draw a tangent line between two circles, as illustrated in the image below? The image is from a demonstration 12d on YouTube.

line -> tangent CC  Once selected the first circle drag the mouse around and click it when the proposed line matches what you want.

the "line > tangent CC" tool works for both ellipses and circles.
