So I want to draw two semi circles whose radii I know (25mm, 3mm) and want them to touch at a specific point. How do i do this.

Can you tell what that specific point is? I've found in many cases it is easier to draw a circle, than draw the dividing line for the semicircle and trim the unneeded half.
Oh, your subject was tangential circles, there is tool for that, and you can trim those to semicircles just as I explained above.
