Unable to access ESRI Shapefile plugin V2.2.0.1

Sorry to worry you good folks but am not getting the ESRI Shapefile plugin in the menu.  Screenshots of the plugins available from the menu (V2.2.0.1) and also a screenshot from the manual which infers it should be there.  What am I doing wrong ?

Have recently updated from V2.1.3 and I’m sure I used it in the past, possibly needing to install it as a separate operation ?,  or it automatically installing ? but memory fails me.

This plugin was removed, because of vulnerabilities in the external shapelib library.
We have to remove it from the manual.

If you need the plugin, you can try the last 2.1 release:

As a follow up tried it with 2.1.3 and it seems to have been successful.

I have subsequently found my problem was due to files defined with different drawing units – one in mm and the other in metres.  Changed the file defined as mm to metres and was able to successfully copy information from one file to the other (which was my original objective) with the elements getting pasted into the correct position.

It seems the copy command doesn’t consider the drawing unit of the each file and solely works on the coordinates at the time of using copy.
