What to do with the red circle and cross

Hi,
I'm just discovering LC, and I'm bothered with the red circle and cross which appeared on my drawing.
What's the use of it ? When I want to draw another line, somewhere, this new line is drawn from this red circle and cross.

I found a post about the red circle and cross : it's the relative reference point.
Ok.
But can I draw a line without moving this reference point to where I want my line to begin ?
Or do I always have to move the reference point to the place where I want to add something to my drawing ?
Please help.

you can lock the relative zero from main menu:

Snap->Lock relative zero position

Ok.
until now it was locked.
What do I have to do ?
- unlock it ?
- Set relative zero and lock it ?

Whatever I do, lock, unlock, this reference point appears somewhere and bothers me a lot (I'm polite but it may not last long) : I can't draw what I want where I want.

Please help.
