change log

Before the wiki was locked I was using:

And my GUI update announcement has turned into a personal change log...

I think it's a priority for us to designate an official location for a change log.
Listing all the commits since the last release is... suboptimal.

I'm thinking a GitHub wiki article could work.
Let me know if you have other ideas.

Now I'm imagining a new repository LibreCAD/ChangeLogs
- logs (for the official change logs)
- developers (developers can add their own subfolder)
.. username (where the developer keeps their logs)

Individual developer logs would be markdown documents.
Then we could merge those logs into the main change log when we are ready to release.
Since it would be markdown, we could also add it as the readme.md on sourceforge release pages.

I think it would be useful to split logs into a bug fix list and features list.
Each list item would be short with an optional link to additional information.
The additional information could be in the form of a markdown document in the developer’s folder.
