dimension a circle and rewrite the text of a dimension

Hi,

I have got two problems :

1)
When I dimension a circle, the dimension doesn't get out of the part I have drawn.
Which could be ugly.

Sometimes I need to rewrite the text. To add a note for example.

1/ this is how it was implemented. The other solution is to measure the radius, use leader and write the value of diameter in a text box.
