insert text in an arc or on a curve

I am looking for the solution to insert text in an arc on a line of axis ...

it is achievable with other 2D drawing software, but I do not know how
 to do it with librecad, who could give me the solution?

There is no automatic way to have a text follow an arc or curve, you have to do it manually.
