lff files

I can't find any information about the font file format that LibreCAD uses (lff).
How are these files created?

I'm aware there is the ttf2lff converter bundled with the project.

More specifically...
Where did this file format originate?
Where is the official information regard this format?
What is the standard way of creating lff files?
