Can you please specify your report, it works for me.
Do you miss it in source code?
Or in the GUI?

Is it possibly OS dependent?
Maybe a screenshot can show your issue.

Thanks for replying so quick.
Am looking for the new layers green plus sign in the GUI on my Windows 10 PC.

Go to Widgets - Dock Widgets and tick Layer List, Block List and Library Browser. You probably have deactivated them accidentally.
