ruler implementation

Initial ruler implementation.

To:
1, handles british and metric units
2, add tick labels
3, add user preferences to enable/disable rulers
4, fix bugs introduced by rulers (zoom/offset control, ruler updating)

Looks like it takes longer to fully implement and stabilize this ruler feature. Can some help me out?
