You can always use teh QCAD documentation as found here : http://www.qcad.org/qcad/manual_reference/

Please remember that QCAD evolved to version 3 and not everything that is available in QCAD is
in LibreCAD.

The reason why the doc doesn't appear in Debian is properly because you are using a rc1 or lower
release.
