Thinking about it what might be easier is just using the modify > scale tool. Just use the center of your shape as the reference point and in the 'scale' options window - keep original and scale down/up to your required size.

*Note: you will need to select everything in order to use the scale tool and after selecting everything and activating the scale tool -just hit enter when you get the 'No entity selected' prompt.You will then get prompted for your reference point.
