If "data collectors commonly used" are a Psion2 then YES
If is a Topcon total station, each series uses a different format
and can solve using toptrans.

You can import points in LibreCAD using a plugin installed in
"File->Import->read ascii points"
Select a file and a correct format like:

Supported formats are:
comma separated like (code not mandatory):
nn,xx.xx,yy.yy,zz.zz,code

tab separated (like above changing comma by tab)
space separated and .obd from Psion 2
