Ok This at last found a bug... but late
Seems you have foud the same bug as ePoxi user in this thead:

If it is the same, are solved, but you can wait for next windows relsease: beta2 or RC1

About using JPEG the layer order are not relevant on paint screen. You use "Edit->draw order"
submenu to move image to bottom
