That's right. But browsing it again to polish/improve it, won't hurt. It may be helpful. How we should take it? My way is:

If our proposal was perfect, then there were many other perfect proposals, which were unsuccessful. So now, our proposal needed to be among top 5 proposals, and not at bottom of perfect proposals.

Do anyone know the criterion, by which they rate proposals. Is it importance of project? community size? activity on mailing list / forum or something different or just from perfect proposals it is only Luck.
