On Ubuntu 12.10, LibreCAD Version: 1.0.2 SCM Revision: 1.0.2 Compiled on: May 17 2012, also has no manual.

Repositories showed three packages, when searched for LinreCAD, two were installed, third was qcad, which I installed.

sudo apt-get install qcad
Get:1 http://us.archive.ubuntu.com/ubuntu/ quantal/universe qcad all 2.0.5.0-1+090318.1-2 [3,550 B]

But manual is still not there.
