Here is the way trough the menu bar after loading the drawing:

Modify - Scale (on the command line you see Select to scale)
Select - All
click the overlapping triangles showing to the right, below the selection tool bar, to accept the selection and to continue (on the command line you see Specify reference point)
use the grid or snap function and click on the origin (red cross, bottom left)
now the Scaling options window opens where you can enter the scaling factor
make sure that the delete origin option is selected an click OK
