I think this is a "bug".
I also installed the 1.0.3 version from the same repository and it also tells me 1.0.2.
If you go to the Software Center in ubuntu and search for librecad and select it.
You should see that under the description of LibreCAD the line starting with "Version" it says something including 1.0.3.
