First thing I would try:
Snap->Snap Intersection
Modify->Divide
click on the horizontal line
   click on the first intersection of the horizontal line with the rectangle
click on the horizontal line
   click on the second intersection of the horizontal line with the rectangle
press two times the right mouse button or hit two times the Esc key on your keyboard
select the part of the horizontal line which is within the rectangle
press the Del key on your keyboard
