Everything works.  I simply didn't see radius.  I thought that at first the center should be set.  LibreCad writes that set the center.  I thought that radius should be set then.  When the center of a circle will be already chosen.
Now I understood. Radius should be specified at once too.
I wanted to make as in Autocad )
