So it is almost ready. The splines allow:
- snap to intersection with line and any quadratics
- snap to tangent point
- draw paralel line (pseud paralel, of course)
- to be cut

There are few thigs left:
- intersection with another spline
- create dialog or reuse the one for B-splines to toggle closed on and off
- and finally a small detail - store it in DXF
