I completed a wiki account request under "James Finnall".  

There is an empty place holder under the Quick Start Guide labeled "Creating Your Own Template" that appears to be suitable for the request.  This page could discuss the default template, file path specification, and general use of templates.

Replacing the default drawing on startup (and New) has been resolved by
adding a real drawing name to the end of the path for the template
directory.   I located this answer under the forum for CAD-templates-blocks.
