Clicking on one of the four layer specific icons (e.g. visibility) activates that layer.
This is not usually the desired outcome. Mostly I just want to toggle the visibility.
I've already solved this for visibility; however, before I continue I'm wondering
if there is any reason people would prefer the current behavior.
