Your proposal to change the zero point is possible but that is not correct.
This type of drawings are fixed to a point near Paris. You can see that down the coordinates. The centerpiece of this file is 246733. 541385 This means  246733 meters east and 541385 meters north of Paris. Everything is fixed so you can easily import new files.
It has failed me for a scale of 1: 100 to print out and hope for a new solution to my problem.
