I can kind of help with the first question.  Select "Options" -> "Current Drawing Preferences".  On the left hand side of the  dialog box set the "Text alignment" to "Horizontal".  It will place the dimension text within the line, but it will read along the X-axis, even for vertical lines.

For the second question: Again on the "Current Drawing Preferences", on the right hand side under "Dimension lines, arrows & ticks" set the "Arrow size" to "0" (type "0" as it is not in the drop-down) and select the "Tick size" from the drop-down or provide another value as necessary.
