For Windows I recommend to use this:
http://download.qt.io/official_releases/qt/5.6/5.6.3/qt-opensource-windows-x86-mingw492-5.6.3.exe

There were recently issues reported with Qt 5.9, which are not solved yet.
This package contains Qt and MinGW environment with GCC compiler and make utilities.

As I know there is currently nobody working with MSVC on Windows, so I can't say if this could work.

You also need Boost to build LibreCAD from source, but this is described in detail in the wiki:
