You can't change the dimension afterwards (like with lines and circles via properties), define them right when drawing. When you are asked to specify first and second corner, activate the command line by clicking into it or hitting the space bar. Type in the coordinates x,y or use @x,y for relative to last used point (red circle). Enter.
