The user interface has been changed a lot in the 2.1 series. The most valid manual is this:

Just the place to find them has changed. It might be a good idea to move these old manuals to a place distinctly marked as "old" or "outdated".
A rectangle drawn with the"Rectangle" command is one entity, drawn as a polyline, which means a bundle of consecutive lines, tied together. You have to"Explode" it for the "properties" dialog to show the dimensions of the single lines.
The more you study LibreCAD the more insufficiencies you will find. They are known, but we have to live with them as there are not enough developers around.
