Menu bar missing: File, edit, View, Select, Draw, Dimensions, Modify, etc, etc.

I have uninstalled and reinstalled libreCAD and problem continues. Somewhere I read to delete a file:
~/.config/LibreCAD/LibreCAD.conf  but I just don't know how to do it. I use ubuntu 14 in a portable laptop.

I entered sudo su and have access to root. But can't find .conf directory.
