What I find is the easiest process is to select the drawing you want to transfer, then choose cut and select it. Then hit ctrl-Z to undo it will keep the original file as it was. Then open the target file and paste into that file with all layers locked except the target layer. The drawing stays the same size and sits where you put it. Though I tend to place it by itself first so I can easily select it again and resize if needed.
