Professional Engineer (retired) here with 35+ years of AutoCAD experience who is finding LibreCAD to be an excellent FREEWARE.

LibreCAD 2.2.0-rc1 edition:
Type "OFFSET" in the Command Line.  This brings up the AutoCAD-like ability to set the offset distance.
